A native of Erie, Pennsylvania, Patrick Bradley joined the Baltimore City Police Department as a patrol officer in 1970. In 1994, he retired as major/director of the Baltimore Police Academy to accept an appointment as deputy director for the Maryland Police and Correctional Training Commissions. Ten years later, he was appointed executive director. In that capacity, he was responsible for the certification and training of over 32,000 police and correctional officers, parole and probation agents, and juvenile justice employees throughout Maryland as well as the operation of the 700-acre Public Safety Education and Training Center in Sykesville. In June 2009, Bradley was appointed assistant director for training for the Maryland Department of Public Safety and Correctional Services' Commitment Division.
On August 15, 2011, Bradley accepted the position of academic director for the University of Maryland Global Campus Undergraduate School's criminal justice program. In 2016, he was elected as a charter member to the UMGC Academic Advisory Board. In May 2017, Bradley began serving as the acting vice dean for the business and professional programs in the Undergraduate School. He was officially appointed to the position six months later.
Bradley received a Bachelor of Science in law enforcement and corrections from the Pennsylvania State University and a Master of Liberal Arts from Johns Hopkins University. He is a graduate of the University of Maryland School of Law and a member of the Maryland State Bar Association. He holds a graduate certificate in teaching in higher education from Johns Hopkins. He is a graduate of the 114th Session of the FBI National Academy. He is the past president of the International Association of Directors of Law Enforcement Standards and Training.

Richard A. Pauli
Program Chair, Criminal Justice Management, and Collegiate Professor
Richard A. Pauli is a collegiate professor and program chair of the criminal justice management program at University of Maryland Global Campus. He received a JD from Boston University and a master's in management from the McGregor School, now Antioch University Midwest. He has nearly 25 years of experience in teaching and course design in online, F2F, and blended programs for graduate students. Prior to joining UMGC, Pauli was a practicing attorney and held senior management positions in a variety of for-profit ventures ranging from large, transnational information companies to internet software startups.
Pauli's courses include Critical Analysis of the Criminal Justice System, Leadership, Ethical Leadership in Organizations and Society, and The Manager in Organizations and Society. His current research interests include online pedagogy, ethics, and critical thinking in decision making. Pauli is a former Provost’s Award winner for best paper in online education research.
In his non-teaching life, Pauli is a playwright and a musician. His most recent Baltimore-area production ran in April/May 2018 at the Fells Point Corner Theatre. He has written a Star Trek parody musical and is working on an adaptation of Romeo and Juliet set in Appalachia and featuring traditional string-band music.

Brian E. Powers
Program Chair and Associate Professor of Management, Specialization in Intelligence Management
Brian Powers joined UMGC in 2017 as an associate professor and chair of the Intelligence Management program.
Prior to joining UMGC, he served for 26 years in the U.S. Air Force as an intelligence officer. He served in various operational and staff assignments at the Pentagon in the Air Staff, Joint Staff, J2, and Undersecretary of Defense for Intelligence, as well as in three overseas combatant commands in the Europe, Middle East, and Pacific regions. He has also worked 13 years in the private sector as an intelligence planner in strategy and policy at the National Geospatial-Intelligence Agency and Defense Intelligence Agency.
Powers was a faculty member at the National Intelligence University and taught undergraduate- and graduate-level courses in intelligence collection, operations, and policy and strategy. He had additional responsibilities as a student advisor and thesis chair. He also was an adjunct professor at Webster University, teaching courses in international relations and European political development.
Powers earned a master’s degree in national security affairs at the Naval Postgraduate School, a master's degree in international relations from Creighton University, and a master's degree in security management from Webster University.
Powers is affiliated with the International Studies Association and has published and presented two papers on intelligence collection and operations. He is a member of the International Association for Intelligence Education, Armed Forces Communications and Electronics Association, United States Geospatial Intelligence Foundation, Association of Former Intelligence Officers, and National Military Intelligence Association.

The discount for Federal employees and their spouses and eligible dependents will be applied to out-of-state tuition and specialty graduate programs. It does not apply to doctoral programs. This discount cannot be combined with the Completion Scholarship for Maryland community college students or the Pennsylvania Completion Scholarship.
Undergraduate and standard graduate program tuition for students who meet the criteria for Maryland residency will be the applicable in-state rate. Tuition for active-duty military; members of the Selected Reserves, National Guard, and the Commissioned Corps of the U.S. Public Health Service and National Oceanic and Atmospheric Administration; and the spouses and dependents of these student groups will be the applicable military or specialty rate. All students are required to pay tuition for all courses in which they are enrolled. Tuition rates are subject to the approval of the University System of Maryland Board of Regents. They may be changed, or other charges may be included, as a result of the Board of Regents decisions. Notwithstanding any other provision of this or any other university publication, the university reserves the right to make changes in tuition, fees and other charges at any time such changes are deemed necessary by the university and the USM Board of Regents.
The Board of Regents has authorized the university to charge a student's delinquent account for all collection costs incurred by the university. The normal collection fee is 17 percent plus attorney and/or court costs. The service charge for a dishonored check is $30. Requests for services (for example, transcripts, diplomas, registration) will be denied until all debts are paid.

Financial aid and tuition remission for University System of Maryland employees cannot be applied to noncredit courses. Golden ID benefits may not be applied to fees, noncredit courses, specialty graduate programs, or doctoral programs. Regular tuition rates apply for cooperative education, course challenge examinations, and EXCEL 301.
