Thanks to a first-of-its-kind agreement with the Office of Personnel Management, Federal employees, their spouses, and eligible dependents can receive a discounted tuition rate at University of Maryland Global Campus through the Federal Education and Development Program.

Federal Employee Discount Details
If you are a Federal employee or the spouse or eligible dependent of a Federal employee, you may qualify for a discount of up to 25 percent on out-of-state tuition for most programs or a 5 percent tuition discount on specialty graduate programs at UMGC. In addition, you may be eligible to have the application fee waived once you apply.
You are eligible for a discount of up to 25 percent on out-of-state tuition if you meet all of the following criteria:
- You are a Federal employee, spouse, or eligible dependent.
- You pay out-of-state tuition.
- You are enrolled in a standard undergraduate program or standard graduate program.

Get Started & Register
Apply for admission to UMGC: Complete the online application for admission. It typically takes about 10 minutes. Be sure to select "U.S. Federal Government" as your employer on the application form.
Verify your employment: Complete a tuition benefits verification form for each term that you plan to enroll in courses. Be sure to fill out the proper form. UMGC has a separate verification form for employees/members and spouses/dependents.
Earn credit for your education and eligible experience: Submit your official transcripts from any previous institutions of higher education.
Register for classes: Once you're admitted to UMGC, you will receive a student ID (EmplID) so you can register for courses online. Check the schedule of classes to view courses, and then register for classes online using the MyUMGC Student Portal.
FAQs
The tuition for undergraduate and standard graduate programs for students who meet the criteria for Maryland residency will be the applicable in-state rate. As an in-state student, you are already receiving the lowest possible rate offered by the state of Maryland.
Because the tuition rate for graduate specialty programs does not differ based on residency, Maryland residents who are enrolled in specialty graduate programs may be eligible for a 5 percent Federal employee tuition discount.
The following graduate programs and related courses are included in the specialty tuition rate category: Cybersecurity Management and Policy Master's Degree, Cybersecurity Technology Master's Degree, Digital Forensics and Cyber Investigation Master's Degree, Data Analytics, and Business Administration.
No. Active-duty military are not considered Federal employees for purposes of the FED Program, so they are not eligible for any tuition discount or application fee waiver through the FED Program.
As active-duty military, you are eligible for the military tuition rate, which is lower than the discounted out-of-state tuition rate. The Federal Student Loan Repayment Program permits certain agencies to repay Federally insured student loans as a recruitment or retention incentive for candidates or current employees of the agency. Each participating agency has its own student loan repayment programs to attract or retain highly qualified employees.

The Public Service Loan Forgiveness Program is intended to encourage individuals to enter and continue to work full-time in public service jobs. Under this program, borrowers can qualify for forgiveness of the remaining balance of their direct loans after they have made 120 qualifying payments on those loans while employed full-time by certain public service employers.
